Here are the steps...

The standards for eligibility for a National Racing Compact license have been established to be comparable to the strictest requirements of all participating states. Please be sure you meet the licensing criteria below before you apply, as the application fee is non-refundable.

Good criminal record (no felonies & no more than 2 misdemeanors in past 5 years)

Good racing record (no fine of $5,000 or more, or suspension of 1 year or more )

In good standing (no current suspension, revocation, or license denial)

Responsible financial record (child support, racing obligations)

All Trainers/Jockeys/Drivers (must have 100 starts for past 3 years)

Harness Trainers & Drivers (licensed by US Trotting Association and in IL, NJ, or NY)

If you meet the above criteria and want to proceed with the application process, please complete the following steps.

Step 1 - Assemble the following information before starting your application: any racing fines or suspensions, criminal record, states previously licensed, horses you plan to race, co-owners' and lessors addresses and phone numbers, workers' comp policy (trainers), and USTA registration.

Don't log off before finishing the application or you lose all your information!

Step 2 - Fill out the Application - Complete the National Racing License online application.

Step 3 - Select Jurisdictions - Select the jurisdictions in which you anticipate running.

Step 4 - Submit the Application - Submit your application with a click of your mouse, including your electronic signature and your payment (if by credit card) for all fees.

Step 5 - Arrange to be Fingerprinted and Photographed - Get fingerprinted at a racetrack or at your local police or sheriff's office using an ARCI or Compact designated fingerprint card, or on the Compact's digital print scanner. Have a facial (digital or passport) photo taken. If you need a fingerprint card or further information, please contact the Compact (nrcsupport@racinglicense.com or 1-877-457-2538).

Step 6 - Mail your prints, photo, and payment (if by check) to the NRC - Your fingerprint card and photo, plus payment (if by check) for jurisdiction fees and our administrative fee, must be mailed to the National Racing Compact. (We will retain your fingerprints, so that you need not be fingerprinted again.)
